Job Description


  • Be accountable for developing & maintaining an independent cost evaluation process within the Corporation.  Including but not limiting to developing Corporate ICE guidelines, ICE policies & procedures, ICE budgeting, etc.
  • Perform ICE assessments on specific key  programs/pursuits and brief ICE assessments in a timely manner to executive leadership to allow for thorough understanding by stakeholders.
  • Responsible for identifying technical, schedule, cost and contractual risks of proposals and ongoing contracts.
  • Will assist in developing and maintaining data to be used in the ICE process and saved for historical purposes.
  • Will utilize the data to develop Cost Estimating Relationships (CERs) which will be used to estimate and measure program performance concerning both Parsons and our suppliers.
  • The candidate will establish and maintain working relationships with program personnel.
  • Will share expertise and knowledge with other team members by driving continual improvement of the business acumen and analytical skills across the staff.
  • US Citizenship required with the ability to obtain & maintain Top Secret Clearance with SCI.

Basic Qualifications:

  • 20+ years of experience working for a US Defense Contractor with a degree in Finance, Accounting, Industrial Engineering, Mathematics, Supply Chain Management, or related degree
  • Strong understanding of the FAR/DFAR, TINA, and CAS
  • Experience in Microsoft Office Suite, specifically Microsoft Excel, Microsoft Access and Microsoft PowerPoint
  • Demonstrated experience with ICE or Estimating processes to include successful executive briefings, extensive program execution experience in a finance, estimating or contracts role
  • Demonstrated leadership in developing and maintaining customer relationships
  • Demonstrated involvement in proposal quality and compliance initiatives
  • Demonstrated Leadership experience and competencies.
  • Experience working on geographically dispersed programs
  • Demonstrated ability to financially analyze terms and conditions
  • Experience with government and commercial contracts
