Rail/Transit Practice Leader  - Infrastructure

Opportunity :

Are you accomplished in turnkey delivery of large projects and programs in the transportation area?  Have you delivered these programs?  If so, Parsons is seeking a Rail/Transit Practice Leader to join our team.

The selected person will be responsible for the area P&L and operational leadership, as well as be tasked with growing our business, particularly in its successful participation in the early stages of rail transit infrastructure project development.  This position calls for someone who is experienced in market strategy and that is well connected and respected within the regional community.  In addition to the operational oversight of the region, your time will be spent developing key relationships, driving proposal strategies and actively managing projects.  Our portfolio includes some of the most notable projects and clients in the US and our continued success in delivering their vision depends greatly on this important position.  This position is based in Pasadena, California

Responsibilities :

  • Assesses present and future needs, trends, problems, and identifies profit opportunities, particularly in the regional Rail/Transit market.
  • Works closely with other regional practice leaders to collaborate on current project resourcing and strategies for upcoming key pursuits.
  • Works closely with marketing teams to prepare for upcoming proposal responses both in creating teams and client engagement.
  • Participates in development of policies and procedures related to the operations of the Rail/Transit team.  Ensures approved policies and established objectives are clearly understood and effectively applied.
  • Reviews and evaluates contracts, appropriations, and expenditure requests submitted by subordinate managers. 
  • Ensures that the organizational structure is efficiently planned and adequately staffed.
  • Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and scope for the various elements of a project.  Ensures that the project meets or exceeds goals established in these plans.
  • Works with the key project individual(s) to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.  Advises the client and company management of any such changes. 
  • Promotes technical and commercial excellence on projects through application of Quality Assurance processes.  Establishes regular meetings to review project status and formulate action items.
  • Contributes on active project work in any role that may be appropriate.
  • Participates in and provides recommendations on practice staff development reviews.

Requirements :

  • Bachelor’s Degree in Civil Engineering or related field is required. Master’s Degree is highly desirable.
  • 15+ years or more of experience in a design or management role on diverse rail/transit projects. 
  • PE is required.
  • Experience in project management and civil engineering design focused on track alignment, passenger rail stations, storage and maintenance rail yards, transportation tunnels, and maritime ports.
  • Demonstrable experience meeting operational business goals and strategizing on market development. 
  • Considerable experience in client management, proposal strategies and pipeline development.
  • Experience working on the full life-cycle of infrastructure development including planning, environmental documentation, conceptual, preliminary and final engineering, and design support during construction phases. Design-Build project experience is a plus.

    Skills/ Competencies:

    Proven ability for managing a diverse group of personnel within field of expertise and providing direction for resolving complex work assignments.  Also requires expert knowledge of standard practices within field of expertise, as well as applicable codes and regulations.  Must be knowledgeable of best practices for utilizing communication technology, automation, and various software applications in order to achieve the highest level of productivity within organizational unit.  Excellent written and oral communication skills, including the ability to make effective presentations to senior management.
