Are you an experienced IT PMO leader?  Does that experience include directing corporate IT strategies, and initiatives while adopting and integrating new IT technologies? The individual we select for this role will have experience prioritizing project portfolios and monitoring resource demands to ensure that all IT projects and programs are delivered within the defined scope, quality, time and cost requirements.  This IT Director will have experience effecting change in an organizations approach and methodology and will be responsible to define and development IT project and program management best practices, process & policies.  Parsons delivers hundreds of successful IT projects every year, so you must have experience providing leadership on many concurrent programs.  Some travel is required.


Manages the day-to-day functions of 5-10 organizations (60+ staff members) within the Program Management Office that provide major IT support solutions and services to users within Global Shared Services (GSS), the Parsons corporate organization, GBUs and projects worldwide. These services may include Facility and IT Program / Project Management, Quality & Governance, Business Process Reengineering and Automation, IT Service Management, Communications that support IS and GSS status, updates and general information, Training, Document Management and Technical Library services.  Sets direction, standards, policies and procedures that assure the effective development, management and delivery of these shared services across the GSS organization and the entire Parsons organization worldwide. Creates and manages the PMO budget and finances. Tracks expenditures against budget, identifying, reporting and resolving variances as necessary.

Consults with Parsons corporate managers, senior GBU managers, IT senior managers, and senior GSS managers to understand Parsons short- and long-term business strategies, goals and objectives and to identify current and long-term requirements for IT services and support that assure Parsons continues to meet its corporate strategies, goals and objectives. Participates in planning the overall organizational Facility & IT strategy and the Parsons IT technical strategy.   

Builds and sets strategic direction for the PMO and its major functions. Defines and develops Facility and IT project/program management best practices, processes, and policies to ensure alignment with corporate strategy and goals. Partners with the leaders of many Parsons departments and other stakeholders to locate opportunities and to develop and prioritize IT and other infrastructure projects that meet established measurement criteria. Sets overall standards and guidelines for Facility and IT programs and provides oversight to ensure that all projects within Facility and IT programs are delivered within the defined scope, quality, time and cost requirements.


4-year degree in Computer Science (or related curriculum) and 15- 20 years of broad experience in a wide variety of information systems functional areas with 10+ years in various leadership and managerial roles (or an equivalent combination of work experience and education). 5+ years direct project or program management experience, preferably with a large multinational organization.


Project Management Institute Project Management Professional (PMP) required. PgMP, ITIL, ISO, CMMI, Agile or other applications development, business leadership or operational certifications recommended


A thorough understanding of the function and operation of a Program Management Organizations.

Extensive knowledge of quality & governance requirements and overall direction of a PMO. 

Exceptional problem solving and analytical skills.

Demonstrated exceptional leadership and management capabilities and potential to perform successfully in a senior management role.

Excellent understanding of computer systems, features, applications, products, services, infrastructure and data processing as well as trends in the IT industry and evolving IT technologies and how those trends can best support enterprise business operations, engineering and other Parsons professional activities.

Experience in systems design and development from requirements analysis through implementation, testing, installation and day-to-day maintenance.

Experience in multiple IT and business disciplines as well as executive-level experience in a complex multinational organization.

Proven experience in project and IT planning, organization and development.

Knowledge of business theory, standard business processes, management and budgeting, preferably in the engineering or construction industries.

Ability to create, monitor and manage multi-million dollar budgets for multiple organizations.

Strong leadership and motivational ability; demonstrated successful performance in a senior management role. 

Ability to work effectively with executive level managers and with senior client representatives and managers.

Ability to set priorities for, manage and track the work of a large, complex organization consisting of multiple work groups and organizations.

Written and oral communication skills appropriate for the position, including the ability to speak with authority on technical issues in various professional settings and to persuade listeners regarding best approach to resolving user's problem (may include communication via telephone, in person, presenting to large groups, community events).  Ability to write complex documents (may include policies and procedures and presentations).  Communicates with a wide variety of individuals (employees and all levels of management) throughout the organization and outside of the organization (i.e. clients, vendors).
