Job Description

Are you an engineer with experience working on civil, structural or transportation projects in a design-build setting?  Parsons is currently supporting numerous transit projects in the Greater Toronto region and we are always seeking Segment Leads to join the team on a major transit project in Toronto.  The successful candidate will be responsible for working with site engineers, site monitors and junior engineers in monitoring project restrictions. Experience working in these types programs should include: design of transit/rail projects, facilities, and/or stations; pricing, schedule, contracts, procurement, safety and quality.

  • Monitor project responses to restrictions on businesses/properties adjacent to or in the vicinity of the site;
  • Monitor the use of sub-contractors;
  • Monitor resolution of on-site non-conformances (NCRs);
  • Make all field audit staff aware of all Variations and are working with the most up-to-date drawings and specifications;
  • Monitor and report on testing and commissioning activities until completion;
  • Consolidate data collected by Junior Engineers/Site Monitors into a monthly progress report;
  • Verify the Earned Value of work completed, as input into payment certification;
  • Monitor overall progress against Project Co's work schedule;
  • Contribute to a Monthly Site Review Summary;
  • Contribute to a Monthly Site Schedule Exception Summary;
  • Contribute to a Monthly Constructed Value Summary; and
  • Notify the Construction Oversight Lead of events that may trigger deductions from Project Co’s Monthly Construction Period Payment.
  • Coordinate and participate in the auditing of construction and process control of the works and any Variations in the work;
  • Coordinate and participate in the auditing of testing and commissioning activities until completion;
  • Contributing segment data to the monthly audit report; and
  • Provide opinion regarding Project Co achievement of Substantial Completion.

We are looking for the following combination of education and experience:

  • Minimum ten (10) years of demonstrated experience in heavy civil construction contract administration;
  • Demonstrated experience in design, construction and construction administration
  • Demonstrated experience with similar size, scope and magnitude of relevant type of work to the services being requested;
  • Demonstrated experience with AFP and DBFM contract delivery an asset;
  • Demonstrated experience dealing with issues arising from impacts to third parties including but not limited to utilities, traffic/transportation and disruption management and mobility matters;
  • Demonstrated experience in assessing contractor compliance with environmental requirements and noise and vibration monitoring;
  • Demonstrated experience in coordinating the work of an oversight team under fast-track design build construction methodologies and schedules.
  • Knowledge of government regulations, legislation and standards, safety regulations and procedures applicable to the project;
  • Sound judgement; effective organizational, analytical and problem solving skills; strong interpersonal, oral and written communication skills including technical report writing skills;
  • Demonstrated ability to work with multi-discipline technical teams, deal with issues and maintain effective working relationships;
  • Good working knowledge of personal computers and computerized applications related to the work;
  • Requires a valid Province of Ontario Class “G” Driver’s license and use of own vehicle for attending project sites, public meetings, etc.
