T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons in August 2012. Parsons is the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.

The preferred candidate will have a mechanical engineering background and be familiar with construction of Fire Life Safety Systems for assignments in San Diego California and Auburn Washington.


This position is responsible for reviewing submittals, reviewing change orders, estimating change orders, construction inspections, document control and daily photo documentation of construction activities.


  • Typical tasks performed by incumbents in this job category:
  • Performs daily site walks to confirm that construction methods and activities are performed safely and in accordance with construction plans, specifications, and contract requirements. Reviews contractor submittals for compliance with contract documents and prepares appropriate response. Provides independent estimates for scope changes, and reviews contractor change submittals for price/quantity accuracy.
  • Reviews specifications for contract compliance and prepares comments on proposed changes.
  • Reviews and validates contractor project schedule and budget for all on-site activities, and monitors progress in meeting schedule and budget requirements.
  • Organizes and maintains the flow of documents and ensures document meet quality standards and are in compliance with contract documents.
  • Chairs weekly job meetings; prepares and submits summary of project progress and pending issues to Construction Director.
  • Anticipates problems and works with client, architects/engineers, subcontractors, and Construction Director to identify and implement corrective actions.
  • Keeps client and Construction Director informed of the day-to-day activities of the project.
  • Reviews designs (written scopes of work and drawings) of accessibility solutions before projects are sent to subcontractor for pricing or solicitation.
  • Reviews documentation/notes on sites that need some additional work to make the facility accessible and prepare the scope of remaining work for subcontractor pricing.
  • Schedules procurement of all aggregates project-wide including tracking aggregates delivered in the projects Material Delivery Log and then submitting for payment to client and comparing paid to date quantities against deliveries received.
  • Performs other responsibilities associated with this position as may be appropriate.


  • Bachelor's Degree in Engineering or construction-related field and typically 5+ years of related work experience.
  • Requires a working knowledge of engineering and construction-related processes, as well as some familiarity with industry practices. Also requires excellent written and oral communication skills, and a familiarity with CAD and other PC software packages typically associated with engineering and construction, and the potential for performing in a lead capacity on a project.
  • Must be able to meet customer security requirements.  A background check by Federal Authorities will be performed.
