The role will be Project Controls Manager: Specific Responsibilities:

  • Manage and oversee the review and processing of Consultant, Vendor and Contractor invoices
  • Manage and oversee packaging and submission of a DCA Program Invoices [includes Consultant, Vendor and Contractor]. This is the primary funding vehicle currently utilized to pay consultants and vendors.
  • Manage and oversee program scheduling efforts from the Planning phase through design and construction
  • Manage and oversee Document Control from the Planning phase through design and construction
  • Identify commitment issues and help resolve where necessary – agreement or task order issuance and amendments, validation memos, pre approvals and abeyances where necessary
  • Assist in project estimates required to forecast, estimate or predict scenario project costs
  • Manage, oversee, develop, compile monthly DCA Board Report including all financial information; budgets, incurred costs, commitments, pending commitments, cash flow and small business participation
  • Manage, oversee, develop, compile where necessary monthly DCO Coordination report including consultant invoice reports [EVM light]
  • Provide ad hoc reporting as required to the DCO or to Executive Management
  • Manage, facilitate and coordinate the annual fiscal year budget development and approval process
  • Ensure that all project costs are consistent with project budgets
  • Develop, author and amend where necessary all Project Controls governance such as plans, processes and procedures required to effectively and efficiently manage this multi-billion dollar program
  • Assist in the design, implementation and documentation of all eBuilder processes necessary to effectively manage the program
  • Assist in developing program level project control related KPIs and reports
  • Track and report project changes in terms of scope, schedule and budget
  • Facilitate financial coordination between the Design and Construction Oversight DCO [DWR] office and the DCA
  • Facilitate financial coordination between the DCA Treasury [MWD] and the DCA
  • Continually reconcile program expenditures [including accrued project costs that have not been received] to DWR’s SAP system and DCA’s MWD Oracle system
  • Be an extension of the Executive Director in monitoring problem areas within the program that need immediate attention
  • Manage, train, collaborate with and mentor project controls staff

Bachelor's degree in Engineering or Construction Management (or related field)
12+ years of related experience, including supervisory/managerial experience
Requires basic engineering knowledge in electrical, mechanical, civil, or a related field 
Proficient PC skills including a proficiency in various
Project Controls Software and Microsoft Office Suite
Proven ability to perform in a supervisory capacity
Thorough knowledge of industry practices is required
Incumbent must meet Parsons Project Controls Manager Certification requirements
