Job Description

T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons as the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.

Provides system configuration administrative functions for the Enterprise IT infrastructure, including monitoring and tuning as well as resolving service incidents. Provides excellence in design, installation and integration of IT Infrastructure throughout the T4 program enterprise (LAN, switches, servers, storage, virtual infrastructure, etc). Designs and implement Enterprise-wide strategic infrastructure solutions.

Provides operational support for large IT Infrastructure project and systems for Parsons T4 Program.  Executes the technical aspects of moderately complex infrastructure projects from concept and scoping through design and implementation; validates the delivered system to ensure that the project adheres to technical and quality standards. Evaluates systems currently in use to assess their effectiveness, to determine how well the infrastructure elements are meeting current and projected business needs and to recommend efficiencies, upgrades and modifications that will improve system use while complying with FAA security standards and policy. 

Work with the T4 National IT Manager, project managers, client, property and other IT personnel to identify and track project specific IT hardware and software inventory consistent with project standards, as well as provide 2nd level support services to project personnel on the Microsoft Windows platform, and perform related duties as defined by National IT Manager. Candidates should be able to understand complex troubleshooting techniques, propose solutions, and be able to explain these to non-technical people.


  • Develops technical solution designs and documents technical specifications.
  • Provides ongoing system configuration administrative support to infrastructure systems.  Monitors system operation, assessing current performance, response time and other measures.  Regularly adjusts settings and operational elements to maintain optimum system responsiveness and performance
  • Reviews and interprets alerts and provides advanced response, analysis and incident management.
  • Identifies and resolves service incidents, issues, questions and problems with all elements of the infrastructure system.
  • Provides input to IT strategic planning by giving recommendations to T4 National IT manager and provides support in implementing specific infrastructure aspects of that strategic plan.
  • Maintains an understanding of IT Infrastructure technologies, processes, methodologies and best practices.
  • May apply this knowledge to recommend modifications, efficiencies, upgrades and enhancements for small to medium-sized infrastructure elements in order to optimize system use, to maintain the current level of functionality and to assure that the infrastructure continues to support Parsons business goals and objectives.
  • Coordinate special projects including network-related hardware installation and cabling plans, LAN hardware/software deployments, virtualization upgrades and system installation, backup, maintenance and troubleshooting
  • Cross-train others of essential job duties for coverage when planned absences occur.
  • Ensures that critical and urgent support cases are handled appropriately and be available for support outside of normal business hours when the need arises.
  • Travel to various US-based T4 program offices or related data centers will be required
  • Works with National IT manager to identifies scope, budget, resources and design necessary to install and integrate moderately complex IT Infrastructure, to include networking, cabling, servers, storage, telephony, Audio Visual, Video Conferencing and virtualization.
  • May work with vendors, suppliers or contractors to install and implement small to medium-sized infrastructure hardware and/or software.
  • Creates and maintains documentation for all system-related processes and procedures, including project requirements, changes and upgrades, implementation plans, and support tickets
  • Ensures data backups and Disaster Recovery replication for Virtual environment
  • Plan and maintain Hardware/Software for Virtual environment
  • Plans, coordinates, and installs monthly patches.
  • Plans, coordinates, and installs quarterly hardware firmware and virtualization updates.
  • Works with FAA Risk Assessment team to perform annual security scans

Technical Experience with the following:

Computer Hardware

  • Rackmount Servers
  • DRAC / ILO cards
  • Storage Array Systems (iSCSI)
  • 10GiB iSCSI switches (Cisco Nexus)
  • Distribution switches (Cisco Catalyst)
  • Patch panels / Cat 5e/6 cabling / cable management

Linux System Administration

  • Familiarity with Linux OS and file system operations/commands as related to VMware.
  • Networking Configuration
  • HTTPS, SSH configuration and administration

System Administration

  • Windows OS installation, configuration and updates
  • Backup and Restore implementation and maintenance (tape and disk based)
  • SAN/iSCSI administration, maintenance and replication
  • Routine SQL database maintenance (backups, security changes, ODBC connections, etc.)
  • Familiarity with infrastructure monitoring tools (up/down, disk space, performance)
  • Disaster recovery planning and implementation

VM and Cloud Computing Administration

  • VMWare vSphere, ESXi, virtualization technology
  • VMware Horizon View technology (pools, images, view composer, view connection server)
  • Host hardware configuration and administration
  • Virtual hardware configuration and administration
  • Virtual networking configuration and administration

Network Device Administration

  • Experience with Cisco switching equipment
  • Switch with VLAN Configuration
  • 10GB switching configuration

Encryption and AntiVirus

  • Maintain McAfee based VMware NSX Antivirus for Virtual environment
  • Maintain McAfee ePO server
  • McAfee client based anti-virus (deployment and monitoring)
  • McAfee drive (disk) encryption (deployment and monitoring)


4-year degree in Computer Science (or related curriculum) and 6 plus years of diversified experience working in more than one area of infrastructure technology (network, servers, storage, desktop). Experience maintaining one or more infrastructure elements for a large global enterprise. Experience working as a member of a diverse, geographically based team involved in project delivery from concept, scoping, design through to implementation. Individuals with a 2-year degree and an additional 3 years of relevant experience can be considered. Those candidates without a degree will be required to have an additional 5 years of relevant experience for consideration


  • Problem identification, problem solving and analytical skills.
  • Understanding of Infrastructure components and protocols and how they fit into an enterprise architecture, including network, TCP/IP protocols, Wintel, macOS, Linux, various enterprise operating systems, virtualization, Network Attached Storage (NAS), Active Directory, databases, infrastructure enabling protocols and various network/application protocols.
  • Knowledge of industry best practices and methodologies, especially those that are necessary to tie dissimilar components together into an aggregate system.
  • Hands on experience working in a VMWare converged environment.
  • Written and oral communication skills appropriate for the position, including the ability to speak very well in basic professional situations and present technical data in a logical manner that is easy to understand (may include communication via telephone, in person, or presenting to small groups).  Ability to write moderately complex documents (may include emails, memos, procedures, presentations).  Communicates with a wide variety of individuals (employees and managers) throughout the organization and outside of the organization (i.e. clients, vendors)
  • Experience administering and optimizing VMware ESX in a corporate data center environment supporting virtual servers, desktops, and applications (VSphere and VCenter)
  • Experience optimizing VMware for utilization of SAN storage
  • Experience in Enterprise Virtual Hardware
  • Experience/knowledge in configuring VMware clusters for ease of management, support of data bases, Linux and Windows OS •
  • Experience/knowledge in designing VMware environments to scale to customer demands as well as supporting VMware Horizon (VDI) solutions
  • Deep Knowledge of ESX 6.x and VMware Horizon 7.x
  • Experience with VShield and Management of Hypervisor
  • Must be able to meet customer security requirements.  A background check by Federal Authorities will be performed
