Are you an experienced Leader and Executive Capture Manager who has lead and managed in the Defense and Federal marketplace?  If your experience includes leading capture teams, mentoring more junior capture managers and setting the battle rhythm for a Defense focused organization to exceed its growth goals you may be the perfect addition to our team.  Parsons Defense Market Organization is a growing and aggressive business focused on supporting the Defense and National Security Markets.  We provide a full spectrum of Solutions in the domains of Space, Joint Domain Operations, Platform Integration, Engineering and AI – ML. 

 
Our need is to add to our aggressive and cohesive team is a leader and mentor to drive our Capture Operations and provide strategic direction, and tactical capture on federal pursuits for the Defense marketplace. Implementing sales and capture strategies to achieve annual revenue and award  goals, the ideal candidate will understand all phases and aspects of federal government business development and capture management, including: teaming strategies, business negotiations, as well as the ability to recognize and act upon opportunities addressing related projects.  Travel may be required to cultivate new and ongoing business endeavors. The position will be based in our Centreville Va.  location. 


Responsibilities: 
Keeps abreast of overall business trends, particularly the current business climate. 
Executes longterm business and marketing strategies. 
Directs a marketing campaign to establish and cultivate longterm relationships with key client officials. 
Seeks opportunities to strengthen client relationships.  
Identifies potential clients within area of specialty and develops sales strategy. 
Understands and responds to potential clients' needs and objectives.  
Provides leadership and guidance to proposal team from inception to completion. 
Oversees the development of the pricing structure, as well as other contract terms and conditions. 
Manages significant proposal efforts. 
Negotiates contracts, including secrecy agreements and joint venture agreements.  
Acts as sponsor for foreign agent representative(s); negotiates and maintains agent agreement.  
Acts as sponsor during project execution.  
Keeps abreast of national/international political and economic conditions.  
Performs other responsibilities associated with this position as may be appropriate.      

Qualifications:
Bachelor's degree in Engineering or Business (or equivalent)
20+ years of diversified experience, primarily within the business development realm of a large, multinational company, is required.  
A thorough understanding of proposal pricing, contract terminology, negotiations with potential clients, and the Company's policies and business objectives, is required. 
Must possess strong written and oral communication skills, including excellent presentation skills. 
Exceptional ability to represent the Company favorably, to develop new clients, and to negotiate with key members of other firms, is also required.
