Project:

Our team provides, manages, and operates an Enterprise level system that incorporates Information Technology, access control, intrusion detection, and the associated physical, electronic, and technical security elements. The program has many facets, from the management of several sites both inside and outside of the Washington Metropolitan Area; the management of an existing Enterprise level IT system; administration of several Program Management Plans; life cycle management; and construction / renovation, to name a few of the areas for which we need Deputy Program Managers. Specific to this position:

Requirements:  

  • Applicants selected for employment may be subject to a federal background investigation and may need to meet additional eligibility requirements for access to classified information or materials.
  • The Deputy Program Manager shall assist the PM in managing all aspects of the contract to achieve successful cost, schedule, and performance.
  • Contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
  • Assists the PM in ensuring proper performance of tasks necessary to ensure the most efficient and effective execution of the contract.
  • The D/PM assists in directing skilled technical resources and reporting on technical progress, issues, and problem areas, as well as writing and reviewing technical documents.
  • Assist with the review of all earned value, Estimate To Complete, Funds and Man-hour Expenditure Report, or other financial reports as appropriate
  • Ensure cross-discipline integration within the contract to meet Government needs
  • Work with the higher-level program manager, if applicable, to provide effective and efficient management of the contractor's effort
  • Assists with the review of the Integrated Program Baseline (or resource loaded schedule)
  • Develops and maintains the Integrated Master Schedule (IMS)
  • Assists in the preparation of program status reviews and other formal reviews to be presented to the Government PM
  • Assists with the timely recruitment and training of program staff - both direct and indirect
  • Assists with the review all financial and technical reports before release to the Government
  • Communicates issues and solutions to the Government PM in a timely and transparent manner
  • Assists with ensuring compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staff

Qualifications:

  • Have five (5) years’ experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity.
  • Have at least one (1) year of demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
  • Be knowledgeable of the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and Intelligence Community Directive (ICD) 801 policies.
  • Have PMP certification, FAC-P/PM Entry Level certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level 1 certification in Program Management.
