Parsons extensive experience combined with your contract management skills, including change management, and identifying and resolving potential claims.   In this role, you perform contract administration assignments for complex projects with clients in the public sector.  Thoroughly understands and applies good contract management principles.    

Responsibilities

  • Supports the program team in monitoring and administering the provisions of assigned contracts to ensure that contract requirements, obligations and risks are maintained among the contracted parties through the life of the project. Performs reviews of project contract documents and provides for, and supports, the Contracts Manager/Project Manager in establishing and implementing program guidelines, processes and procedures by which contract management and compliance practices will be administered by the program team over the owner’s contracted parties. 
  • Collaborates with colleagues across organizational lines to obtain and transmit business information necessary for the Contracts Manager/Project Manager to more effectively monitor the status of the project.
  • Supports change management activities by proactively tracking issues and actions resolution, managing and maintaining a potential change order log/spreadsheet, coordinating and compiling supporting documentation relating to potential changes, participating in change order evaluation for justification and pricing and obtaining necessary approvals leading to the execution of change orders.
  • Research claims issues and prepares written summaries of such research, which in some instances, includes developing merit, entitlement and justification analysis and recommendations for project management action. Investigate, interview, and analyze large volumes of information from multiple sources to determine compliance with contract requirements or assess risk.  Prepares and develops complex correspondence and key communications on behalf of the project client.  Develop arguments and write position papers on issues advancing to dispute resolution and support Project client.
  • Maintains a thorough understanding of contract formation practices and has working knowledge of contract terms and conditions for design and construction and design-bid-build contracts (including indemnification, insurance, damages and default language) to ensure compliance with contractual obligations. Understanding of principles of contract interpretation and ability to apply that knowledge to analyze contract requirements and responsibilities.  Collaborate with an integrated program team, including owner and internal legal and procurement counsel to resolve complex issues involving contract interpretation, advice and recommendations in seeking timely resolution of issues.
  • Keeps apprised of the client-owner’s regulatory and procedural requirements related to contract administration and change management to achieve the necessary documentation, reviews and approvals, and to develop program or project procedures consistent with owner requirements. Regularly communicates and coordinates with client and other agency staff to efficiently conduct contract management and administration practices and activities.
  • Identifies contractual problems and takes appropriate action to ensure a satisfactory resolution.  Follows up on problems demanding management attention to ensure a timely response to the client.
  • Organizes meetings and prepares documents to report on the status of contract management activities, including change management meetings. Coordinates with the owner on contract management activities, as required to seek necessary reviews and approvals of actions and recommendations. 
  • Performs other responsibilities associated with this position as may be appropriate.

Qualifications:

  • 4-year degree in Business Administration, Finance, or related field, or relevant, actual experience in job duties and responsibilities may be substituted for the education requirement.
  • Law degree or legal background preferred.
  • 3-5 years of contract administration experience is required. 
  • Requires working knowledge of industry business practices.
  • Incumbent must also possess strong written and oral communication skills, excellent interpersonal skills
  • Working knowledge of PC software packages typically associated with contract administration.
  • Some dispute resolution/litigation experience is a plus.
