T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons in August 2012. Parsons is the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.

In this role, you will plan, schedule, supervise, and exercise administrative authority over all field engineering work.  The successful candidate controls field engineering activities prepares construction and procurement schedules, conducts subcontract negotiations, and provides technical guidance to support construction operations in accordance with Company procedures and industry practices.  Willingness to relocate to construction site locations is expected.  

Responsibilities: 
Plans, organizes, and ensures adequate staffing, execution, and monitoring of all field engineering activities and related support operations.  
Provides guidance regarding scope of work, schedules, procedures, field construction problems, and other technical information. 
Determines budget estimates and staffing requirements for the defined scope and schedule.  
Establishes, monitors, and maintains construction engineering quality control in the field.  
Collaborates with construction management to eliminate any hazards associated with the work that may adversely affect the environment or the safety or health of employees. 
Ensures that personnel of the assigned group engage in safe work practices in compliance with site specific safety procedures and industry standards.  
Establishes and maintains a close working relationship with project design engineering, client representatives, and contractors.  
Maintains project control documentation, design drawings and specifications, back charge documents, change orders, etc.  
Monitors contractor performance pertaining to schedule and conformance to plans and specifications.  
Makes decisions regarding long range planning, scheduling, budgeting, work priorities, and personnel. 
Provides advice on field engineering procedures, construction methods, and financial matters to management.  
Frequently interfaces with upper level management and client personnel.

Acts as the representative of Parsons with the client, agencies and contractors during the project execution. 
Performs other responsibilities associated with this position as may be appropriate.  

•               Oversees and directs all of the field staff as well as run self-perform teams.

•               Provides constructability reviews, establishes Risk Management Plans, AHA’s, and other documents as required.

•               Responsible for construction projects from conception to completion, monitoring compliance with building and safety

               regulations.

•               Reviews the project in-depth to schedule deliverables and estimate costs.

•               Determines budgets and staffing requirements for defined scopes and schedules.

•               Establishes assignments for Resident Engineers and Electronics Technician, Maintenance for various work areas of

               construction operations, monitoring progress, and installation as well as recommends corrective actions, as necessary. 

•               Ensures the use of sound construction practices to attain required quality control at the maximum efficiency and minimum cost. 

•               Ensures effective implementation of all Company and client policies and procedures, including time keeping.

•               Serves as the primary contact with client representatives, subcontractors, and government representatives for construction

              related activities.  Maintains strong client and community relations. 

•               Maintains project budgets, ETC’s and EAC’s.

•               Prepares purchase requisitions and procure items necessary for the operation of the field office.   

•               Responsible for maintaining a safe work environment for Parsons’ staff working on site.

•               Monitors subcontractors, creates Purchase Requisitions, reviews subcontracts, attends preconstruction meetings, reviews bids,

              etc. 

Qualifications: 

  • Bachelor's degree in engineering or construction related field, or equivalent construction related work experience, as well as 12+ years of experience in field construction is required
  • Experience in the construction of large civil/structural and/or industrial projects at domestic and/or foreign locations is preferred, including some supervisory experience.  
  • Requires a comprehensive knowledge of engineering and construction related processes, as well as industry practices. 
  • Requires excellent written and oral communication skills, a familiarity with CAD and other PC software packages typically associated with engineering and construction, and the proven ability for performing in a supervisory capacity on a project.
    Extensive knowledge of construction-related processes, as well as a thorough knowledge of industry practices.

•               Must have proven ability to manage budgets and schedules.

•               Experience working in a government environment is a plus.

•               Must be able to pass a Government background check.

  • Requires a working knowledge of engineering and construction-related processes, as well as some familiarity with industry practices. Also requires good written and oral communication skills. In addition, familiarity with SharePoint, Excel, Word and Microsoft Project.
