T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons as the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA's Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA's nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.

We need our engineers to be versatile, enthusiastic to work in highly flexible, team oriented environment and who have exceptional communication, analytical and management skills. In this role plan and design structures and facilities such as bridges, railroads, roads, airports and other projects. Analyzes proposed projects to ensure structural reliability, resource efficiency and cost-effectiveness. Performs a variety of engineering duties and may identify as sub-disciplines of Civil Engineering such as: geotechnical, municipal/urban, water resources, materials and/or coastal engineering.

Responsibilities:

  • Completes a variety of assignments such as drawings, specifications, and other materials suitable for procurement and construction purposes, utilizing CAE/CAD as applicable.
  • Prepares standard engineering computations, material quality takeoffs, estimates, surveys, and designs. Designs include – site layout, access road, grading/storm water drainage, sanitary and other utilities.  Prepares detailed requisitions for equipment and materials.
  • Reviews small and portions of larger supplier drawing submitals and assists in performing technical bid analyses.  Prepares and issues specifications, data sheets, and other construction documents.
  • Provides input and technical guidance to CAD Designer/Drafters, Designers, and lower level Engineers working on the same project.  Performs other responsibilities associated with this position as may be appropriate. Assist senior engineers to learn the following:
  • • Prepare detailed calculations, drawings, technical specifications, design and installation packages, proposal evaluations, technical reports, detailed analyses, and other materials suitable for procurement and construction purposes.
  • • Prepare material quantity takeoffs and engineering estimates.
  • • Collaborate with project engineers, project management and installation staff.
  • • Determine requirements using FAA guidelines
  • • Develop and write construction scopes of work.
  • • Write survey reports and make recommendations based upon information gathered during the site survey and professional judgment.
  • • Develop and review schedules for assigned projects.
  • • Travel to supplier, client, or construction site locations to inspect various facets of work.
  • • Research and prepare detailed back up information for construction cost estimates.
  • • Review supplier drawing submitals, respond to field requests for information and perform technical bid analyses
  • • Assist CAD Drafters.


Qualifications:

  • Bachelor's degree in Civil Engineering (or related field) and 3+ years of related work experience.  Engineer in Training (EIT) Certificate may be required.   Working knowledge of CAD and other PC software packages typically associated with engineering
  • 3 plus years' experience after graduation.
  • Degreed Civil Engineer from an ABET accredited program (or certified equivalency) required.
  • EIT or PE is a plus.
  • Ability to read and understand drawings, codes, standards, and specifications.
  • Computer Aided Design using AutoCAD® experience is preferred.
  • Previous Federal Government experience is preferred.
  • Ability to pass an FAA background check for a position of public trust is mandatory.
  • Approximately 5% travel required.
  • Ability to read and understand drawings, technical specifications and construction contracts.
  • Excellent communication skills (oral & written)
  • Must be able to meet customer security requirements. A background check by Federal Authorities will be performed
